In settings there is a slider to both disable task force x(i.e.: not working with villains)and disallow being placed in an ongoing queue(since, at times, you may miss a boss or two and all the loot that drops from them), yet neither one has worked on any of the three PCs I have used over the last five years.
Disabling task force X prevents you from being placed into an instance of the opposite faction (you joining task force x). It does not prevent the other faction from joining your instance. We'll take a look regardless.
like Mepps said, you can still get players from the opposing faction in your group with Suicide Squad/Task Force X turned off, it just doesn't put you in versions of the instance designed for the other faction. As for being placed in instances already in progress this might be confusion over what it actually does- it seems to me you will still be put in instances that have already started as long as they haven't beaten the first boss yet; it doesn't prohibit you from being matched to a group that's already started clearing trash mobs.
