The bug here is if try you use another power as fast as possible at the end of frost blast you will actually cut off the damage of frost blast. Its almost as if you can clip out of frost blast with another power. Fire burst is the same power as frost blast and i haven't had this happen to me playing fire but with ice i noticed it right off the bat cause when dps'ing you tend to be on the buttons slightly before a powers animation is over so you can get the next power or weapon attack going asap. In the vid below the first time i cast frost blast i hold up a sec on ice bolder but on the next 2 attempts i play it normal and hit ice bolder as soon as i can and you will notice none of frost blasts damage goes through.
I had seen this issue with Fire's Mass Detonation. If you hit another power prior to the damage being done; it gets cancelled. I wonder how many powers have this issue, and perhaps it's only noticeable with longer animation powers. It may be happening more than we realize. Perhaps we should call this "Clip Cancelling".
Now that you say that when test goes back up i'm going to go over all cast powers to see if anymore have this problem.

Highlighting stuff in red isn't that great if you want to get attention. It makes it pretty impossible to read.
