You get the double XP when fortifying your artifacts, it's not doubled at the Dr. Fate vendor or in the open world.

We do get 2x DROPS from time to time, but your 35K purchase would still only be 35K. Only drops are doubled on those weeks, not purchase OR application (that's this week). 2X drops weeks are good for using Nth Metal detectors though, as the caches are 2x and then when you open them it's 2x, so basically 4x. If you hang onto that XP till another 2X application week, it's like 8x....Woo Hoo!
