Most artifacts don’t really have much of a stylistic theme to them but of the few that do, none are “techy”. My main character is very techy stylistically and for that reason I avoided using the Grimorium even though it’s easily one of the best artifacts for my play style. Although once they nerfed my Flurry shot, I gave in and switched to the Grim to try and replace some of the damage I was losing. i still don’t like that ugly squid thing following me around though. The Sparring AI is a precision DPS artifact and is technically an AI chip, but that just in the description at the bottom. There’s nothing as far as visuals or playstyle about it that’s specifically tech.
Artifacts are more based on your power and role, and how you play. Not so much on faction(hero/villain) or being tech savvy or not. So my suggestion would be decide on your power, then the role you want to play for a long time. Then go from there.
Not sure if this is a RP question or not. If you are a gadgets user then you are a controller/DPS so you should be asking what artifacts for controllers/dps but if you mean actual tech based artifacts that would fit a tech themed character; Dilustel Refractor? Cog of Mahgedon? Solar Amplifier? Those are all tech-y lol.
Hero or Villain are factions. Gadgets is your powerset, so your posible roles are Damage and Controller.
For Gadgets DPS it depends on if you are Superpower Focus or Weapon Focus. For Controller: Amulet of Rao, Parasite's Power Harness or B.O.P. Commlink, Scrap of the Soul Cloak.

DPS is the Damage role, it's an acronym for Damage Per Second. I already listed the current 'best' Controller artifacts. If you play the damage role it's Transformation Card/Strategist or Computo's HUD/Venom Wrist Dispenser if you're Weapons Mastery.
