I know clamping is not a popular idea, but I just had an idea... What if, we introduced a lineup of "Tutorial" versions of all free content? (The basic idea is that new players/characters anyone who hasn't beaten the content before has to run and beat the clamped version before they can run the unclamped version... (And then add a tutorial toggle to the menu that is turned on by default, when it's toggled on you might be assigned to the clamped version with someone who hasn't unlocked the unclamped version yet.)
I mentioned something similar a few months ago. I think the first time players run an instance, they should be forced to run it as it was intended to be run. I see a lot of players get to 100+ and still get headlines and feats in the lower instances; I'm sure some of those characters are alts, but I imagine there is a percentage of new players doing the same.
