Every power does have access to a pet, via Robot Sidekick. It's one of the more popular DPS powers in the game for several powersets. I don't believe that every powerset needs to be re-worked to include an identical clone of a pet. However, if they wanted to release some variant skins for the Robot Sidekick so that it could be a Fire Elemental, Venus Flytrap, Ball of Electricity, or whatever, to thematically work with powersets that might not want to have the visual of a robot, then sure. Why not. There are existing graphics in game for many of those things as enemies that could just be hot-swapped over without requiring a full endeavor from the art team.
Really wish they'd provide alternate skins for the Robot Sidekick to fit other people's themes. A fantasy version of some sort for example.
Yes, everything that is special to a class should be available in all other classes. We can't have classes being different from each other! We need cookie-cutter classes! Because REASONS! That would be very special.
