That's a collaboration between Warner Brothers/DC and Nickelodeon. It doesn't signify that DC owns the Turtles. Depending on the medium, I believe either Nickelodeon or IDW publishing does.

Thank goodness, I like the tmnt, I even have their first comic books but they don’t belong in the dc universe.

    Lucifer tv series.
Some poster on YouTube once posted Raven was a witch daughter of lucifer during titans tv show first run , They just wouldn't adcept the canon that trigon is not lucifer and from a diffrent world not earth and Raven is just a normal goth girl empath hybrid daughter of trigon not a witch.

Mostly ambivalent about that, but do think, if they were, would be kind've cool, because of the Daredevil connection to their origin story, to know that Daredevil(one of my favorite characters) was in the DC Universe.

Going by Wikipedia, Viacom owns the rights now. I believe that Playmates owns some rights as well.
There's a good episode of "The Toys that Made Us" on the history of the turtles.
