When you use a skip to 290 on a new toon now, you can no longer access Doomed Metropolis. You don't get the Journal Mission. If you go to the portal on the Watchtower / Hall of Doom you cannot use the teleporter and cannot use the terminal next to it. The Doomed Metropolis option is not visible on the Map - Warp Menu. The only way a skip toon can get there is by going to the observation deck of the House of Legends & using the Tier terminal (next to Tempus Fuginaut). But without the Journal mission brand new players won't even know that Doomed Metropolis exists, much less how to get to it.
Episodic missions now unlock when you follow the instructions of the missions "Further Crisis Pt. X", which is unlocked after completing "A.R.G.U.S. On Duty".
