By now you can only get it on the Broker.... if you are lucky,,, it is very rare by now and it will be very expensive.

An alternative is getting a modular version from the Quarks vendor.

Well the first Neon Chroma pack I got was the Red Vinyl set and I have to say it looks pretty good for Wally West Flash
