LaunchPad was unable to connect (4-404)

I have the game and was able to play it last summer but wanted to play again only to find out after sending friends a "friend referral code" that I cannot play DC Universe myself. I get this error from the launcher:

LaunchPad was unable to connect. Please check the network connection or try again later. If the problem persists, please visit http://www.soe.com/help for assistance.
    (4-404).

I don't know what else to do. I have done the following:

    1. Tried reinstalling the game and fixing/repairing the install.
    2. I have read the advice in this and it did not help: http://steamcommunity.com/app/24200/discussions/0/846956269217088976/
    3. I have researched online and found an web browser way to login and that did work:
https://lp.soe.com/dcuo/live/ My login works. Still, launching the launcher from my computer does not. Is the browser broken? Where can I get a new one?
It is updating from the lp/soe.com site .. so it can't be a browser issue. Firewall is disabled so it can't be that (I have it disabled for games)

    The above is the launcher...

    And below is the website:

Why does it not work from the launcher but work from the site?? Also what is a 4-404 error?

Edit: Even though it was an answer for PlanetSide it was still Launcher related. Seems that I found what 4-404 stands for:

    "
    LAUNCHPAD: ERROR 4-404

This error on the LaunchPad indicates that the login servers are currently experiencing issues. These issues may happen periodically and should be resolved within a few minutes.".

    The help files say:
Incidentally, disabling your firewall isn't really a great move. Your firewall is there to stop nasties getting in, your anti virus software is the one that is (more) okay to disable since that mostly protects you from you (going to dodgy sites, opening dodgy files etc). You're much better off though, for both, setting explicit exceptions for the things to you want to run without being interfered with such as DCUO (and the launchpad) rather than turning them off.

Well I meant I put in an exception. Didn't know the word exactly but recognize it. I disabled it for the install, and put it back on and then put it to allow the game through as it was blocking it once it installed through the website (would not go past the launcher .. as you can see in my previous pictures). I am now currently in the game in character creation. For some reason my previous character from last year is not there...

Been playing for awhile and still researching and trying to figure this out. Found more information, followed the tips and still no help:
    http://dcuo.mmorpg-life.com/127/tech-support-issues/dcuo-error-unable-to-contact-login-servers/

Thinking there are still a few more files that my firewall might be blocking .. but that doesn't make sense because I can play just fine if I login via the https://lp.soe.com/dcuo/live/ link. Still, as part of my journey to resolve this, I am combing through and trying each thing I come across (that sounds reputable / logical).

I find more of the helpful information is for Planetside 2 but the concept is the same. Still, the DCUO files are a little tricker to find:

    https://forums.station.sony.com/ps2/index.php?threads/launcher-not-working.76767/#post-978055

Windows 7 (which is what I have):

C:\Users\<your username>\AppData\Local\Sony Online Entertainment\ApplicationUpdater\ApplicationUpdaterService.exe >>> Could not be found to add that ***
    Instead found:

    C:\Users\<your username>\AppData\LocalLow\Sony Online Entertainment\ApplicationRegistry.xml <-- Do I need to add that??

    C:\Users\<your username>\AppData\LocalLow\Sony Online Entertainment\Digests\ .. which I don't know if I need to add this file:

    DC Universe Online Live.loc

and in the C:\Users\<your username>\AppData\LocalLow\Sony Online Entertainment\Digests\ DC Universe Online Live\ directory there are these files which I don't know if I need to add them:

    DC Universe Online Live.installed
    DC Universe Online Live.lang
    DC Universe Online Live.pver
    DC Universe Online Live.soe
    DC Universe Online Live.upToDate.lang
    DC Universe Online Live.upToDate.loc
    DC Universe Online Live.upToDate.serverTimestamp
    DC Universe Online Live.upToDate.soe
    DC Universe Online Live.web

    C:\Users\Public\Sony Online Entertainment\Installed Games\DC Universe Online\LaunchPad.exe
    C:\Users\Public\Sony Online Entertainment\Installed Games\DC Universe Online\UNREAL3\BINARIES\WIN32\DCgame.exe
    C:\Users\Public\Sony Online Entertainment\Installed Games\DC Universe Online\UNREAL3\BINARIES\WIN32\DCGAME.START.EXE
    C:\Users\Public\Sony Online Entertainment\Installed Games\DC Universe Online\UNREAL3\BINARIES\WIN32\AwesomiumProcess.exe
    C:\Users\Public\Sony Online Entertainment\Installed Games\DC Universe Online\LaunchPad.libs\AwesomiumProcess.exe

More .. Possibly this one too? Not sure if it is accessed after installation is completed:
    C:\Users\<your username>\AppData\Local\Temp\SOERedist\DXsetup.exe

    "LaunchPad UI: http://launch.soe.com/lp3/index.html
    LaunchPad Configuration: http://lpconfig.station.sony.com/ap…ive&server=live
    LaunchPad Login: https://lpad.station.sony.com/Launc…padAPI/Login_v2

You should be able to see a response from each of these URLs if the LaunchPad is to be able to operate."

When I try to go to http://launch.soe.com/lp3/index.html I get this:

I really REALLY wish that these error messages gave more info ... would make it a heck of a lot easier to resolve if I knew the cause..

So http://launch.soe.com/lp3/index.html does not work for me but https://lp.soe.com/dcuo/live/ does. I also tested this in Firefox, not just IE and same result.

Could this be the cause of my 4-404 error??
  6. Katie New Player

Sorry for multiple posts but edit time expired and I just found out something more:

When going to https://launch.soe.com/lp3/?skin=generic&game=dcuo-live in any browser there is a message in Firefox saying it blocked some content due to the site having insecure content in the page. (Sony should be on top of this but guess blame thier website manager?)

Allowing insecure content to load I see this:

Trying in IE to see if I can load insecure content there as well..

Allowing insecure content to load in IE I see:

So how do I get the launcher to work if it has insecure items? Do I have to allow all insecure things to load in IE or can I specify? I don't usually use IE so I need help.

Probably would not make a difference though. Logging in with IE didn't get farther than hitting Login:

Well im not sure if this will work for you because ur error is different but anyways you want to give it a try.
    1.Open Internet Explorer.

2.Click the Tools button, and then click Internet Options.

3.Click the Connections tab, and then click LAN settings.

4.Deselect the Use a proxy server for your LAN check box.

    5.Click 'OK

After this open the windows start button and write proxy and click on it.This will lead you to the same box as above so redo the method stated above and try relaunching DCUO .
  8. The Enquirer Steadfast Player

This may sound stupid but have you tried running a fresh install of the game?
  9. Katie New Player

    Already checked that.

Also no reason to reinstall the game if it is just the launcher that is the issue.

I looked at every single fire in connection with the game and put all into my firewall as well as checked settings in IE and it seems to work now. It was not net connection settings but other settings such as Flash, Active X, etc. Even though I do not use IE it is still necessary to go into to make the launcher work.

The most common causes of these launchpad connection errors is Bloatware. In these cases, a semi-malicious program (or group of programs) is preventing the launch pad from connecting. I have also included additional instructions to follow as subsequent steps if removing bloatware did not resolve the issue.

    1. To fix this, you will need to remove said bloat ware programs in order to connect. Some common software to look for is below.
    • Browser Safeguard
    • Browser Infrastructure Helper
    • Search Protect
    • Browser Defender
    • Severeweatheralerts.exe

    2. Reset your Internet options by following these instructions: First, make sure to have all browsers and the Launchpad closed. Next, go to Start > Control Panel > Internet Options > Clik the Advanced Tab. On the Advanced Tab Afterward click Reset > Delete Personal Settings > and click Ok. Then go back on the Internet Options and on the advanced tab. scroll down to Security and un-check "Check Server Certificate Revocation" and *Do Not Save Encrypted Pages to Disk* then click on Ok.

    3. Windows Proxy Settings: Please refer to the Knowledgebase article for assistance with these steps: http://help.soe.com/app/answers/detail/a_id/28400

    4. LP4 Cache Settings: If some cached information is preventing the LP4 from working properly, they can clear the LP4 cache by going to the game's folder and finding the launchpad.libs folder. From there, delete the launchpad.cache folder and try accessing the game once again.

    5. Anti-Virus / Firewall Software: It is not advisable to fully disable AV/FW software, but you will want to make sure the proper exceptions have been made for all security software.

    6. Client Reinstallation: This is a last ditch effort – as I’m sure you know, reinstalling takes time, and not an initial recommendation. In some rare cases, however, reinstalling the client will fix this error.

Turned out a simple validation again solved my issue 2 files went missing 0.0........ TANKS to u all though

this is what you can do . worked fine for me .
It sounds like you may have an old or corrupted launcher that is causing this problem. I would suggest downloading and running the following launcher in order to access the game with out any issues:
    http://launch.soe.com/installer/DCUO_setup.exe
start the install in a different directory.
copy and replace the following files to the original folder :-
    LaunchPad.libs
    Launchpad ( application )
    LaunchPad (icon)
    also the config files
    DO NOT COPY UNREAL 3

start the launcher . game should work just fine .
