Best Ice Tank Build?

what is the best ice tank build and loadout?

I change my loadout depending on the content. I spec into multiple Flight tree Powers for more loadout options.

Powers I Spec into that I may use in my Tank loadout:

• Inescapable Storm: Long range multi target Pull; Inflicts Frostbite
• Reflect: Absorbs 3 hits of Damage up to 10,000 + Dominance; Grants Chill Effects
• Shatter Restraints: Group Breakout + CC Immunity; Shield = Dominance+Restoration
• Winter Ward: Group Breakout + CC Immunity; Shield = Dominance+Restoration
• Bitter Winds: Nearby Crowd Control; Inflicts Frostbite; Shield = Dominance+Restoration
• Ice Elemental: 50% Supercharge; 3x Health & Defense; Heal; Shield = Dominance+Restoration
• Freeze Wave: Nearby Crowd Control; Roots or Encases Frostbitten opponents
• Low Pressure: Medium Range multi target Pull
• High Pressure: Ranged Crowd Control
• Downdraft Attack: Ranged Crowd Control; Grounds opponents
• Air Burst: Nearby Crowd Control; CC Immunity

Boss Fights - 5 Shields, 2 Group Breakouts, 1 Pull, 1 Melee Crowd Control, 1 Supercharge:

• Inescapable Storm, Reflect, Shatter Restraints, Winter Ward, Bitter Winds, Ice Elemental

Normal Melee Ranged Opponents - 4 Shields, 2 Group Breakouts, 1 Pull, 2 Melee CCs:

• Inescapable Storm, Reflect, Shatter Restraints, Winter Ward, Bitter Winds, Freeze Wave

Normal Ranged Opponents - 3 Shields, 2 Group Breakouts, 1 Pull, 2 Ranged Crowd Control Moves

• Inescapable Storm, Reflect, Shatter Restraints, Winter Ward, High Pressure, Downdraft Attack

When Extra Pull is needed - 3 Shields, 2 Group Breakouts, 2 Pulls, 1 Ranged Grounding Move:

• Inescapable Storm, Reflect, Shatter Restraints, Winter Ward, Low Pressure, Downdraft Attack

When Extra CC Immunity is needed - 4 Shields, 2 Group CC Immunity, 1 Self Immunity, 1 Pull, 2 Melee CCs:

• Inescapable Storm, Reflect, Shatter Restraints, Winter Ward, Bitter Winds, Air Burst

Im lvl 19 and this is my loadout. Please tell me what is wrong so i can respec.I am using :
Ice Elemental(on bosses only)
Frost Snipe
Frost Blast
Reflection
Impaling Ice( personally dont like)
Ice Bash

I have a loadout with three shields (2 breaker-moves), one pull, WoP and two cc-moves.

First, read a guide on ice tanking, it will help I promise.

Here's a good loadout though:
Inescapable Storm
Bitter Winds
Reflect
Ice Bash
Shatter Restraints
Winter Ward

Indeed, search the guide forum. For tank, you're gonna want IS, Reflect and at least one of the CC/shields (SR and WW). From there, I've seen many different loadouts. Its a play-style preference thing. I use BW, Wintry Tempest, and from the flight tree Low Pressure.
For dps, you are gonna want WT, IB, Frost Blast, and Blizzard is an awesome super. Good luck.

Can you tell me what the letters stand for?

My loadout is pretty basic, but it works with my own minor tweaks.

Inescapable storm<pull
Freeze wave< i think that's what it's called (knockdown)
Bitter winds< 360 degree knockdown
Winter ward<Shield
Reflect<Shield

With my 6th power I change this sometimes I use Shatter Restraints for the cc immunity, or Blizzard for some extra damage. All preference.
