This is definitely impacting some players mostly in the EU across multiple titles. We have folks working on this as quickly as possible. Thanks for the reports!
Hard to see how it's EU related or Level3 related when it's impacting some accounts yet not all from one pc on one isp in one USA.
My statement was "mostly" from the EU and that certainly would be consistent with what time it is given it's later in the day for those folks. This is not a Level3 issue but related to our platform. We have folks looking into it.

Also... just opened up an old un-subbed account and it is playing just fine... the other two are longer term, so figured I'd try it when others noticed the connection. so weird.
